Hydraulic Model for Fire Flow for City

I am in a city that requires Hydraulic Modelling when calculating fire flow at the fire hydrant.  They do not allow you to go to the closest fire hydrant and perform a flow test.  That being said,


The model results and fire flows vary significantly depending upon the total water used in the Hydraulic Model for system usage on that day.  The system usage our city has chosen to use in all of there fire flow modelling was the highest usage day in the cities history, that happened in 2012 during a major drought, and only happened once.


That being said, do most communities use the highest usage day in history, average usage day, highest usage in the previous 2 years, 5 years?


What is the appropriate standard for system water use in a hydraulic model for the community?
