620.23(A) - What does it mean?

Can someone please explain (A) to me?  I take it to mean that separate branch circuits are REQUIRED for lighting and receptacles.  But then it goes on to say,

 

"Required lighting shall not be connected to the load side of a ground-fault circuit interrupter." 

 

...as if to say - that it can be connected to the line side of a ground-fault circuit interrupter.

 

How do you interpret this code?  The handbook is of little help with this...
