Does a water heater or HVAC disconnect follow the same working space clearance as a panel with breakers or an exterior main disconnect?

There are several jurisdictions in my working area that are enforcing a working clearance or even a readily accessible concept to equipment disconnects.  They are actually applying the working clearance code of a service disconnect to the disconnect of serviceable equipment.


Can a disconnect for a water heater or hvac be able to be accessed by ladder?


Can they be directly behind and above the equipment as long as the switch can be accessed and within sight of the device?
