25 HP is a Squirrel-Cage, per Table 430.52 up to 300% as example points out 110A Fuse.
(x2) 30 HP Wound-Rotor, per Table 430.52 up to 150% as example does not discuss specifically = 60A Fuse.
The "largest device" is the 110A Fuse and then you add the other "actual Loads", not to exceed 190A = 175A Fuse for the Feeder Protection.
I have a request in the "Electrical" Forum for anyone to discuss an actual application of a Wound-Rotor Motor application as over the 30+ years of my experience, I have encountered only one all ready commissioned. What is the original Design, and did anything change during commissioning? The Wound-Rotor Motor usually incorporates a Wye-Delta Control Relay wiring configuration where the Secondary doesn't even have different protection (BUT, it does require larger Wire). The Start-up occurs fast enough as to not pop the Fuse from the built-in TD and jumps to the Primary wiring configuring.
The section in question was revised for the 2020 cycle. I'd verify if the error persists and submit a public input when the input period opens.
