Combined Air Terminal & OH Static Line Lightning Protection

Question: Is it allowed to combine static overhead line lightning protection with air terminals on a facility?

Background:

A multi purpose concrete facility with one floor on one end and two story on the other end will be provided with lightning protection. On the one-floor end has the offices, kitchen and dining. On the two-story, the first floor has offices, conference rooms and the communication facility with several antennae of various heights on the roof like microwave disks, land-mobile-radios, yagi, dipole, etc. and on the second floor are barracks. Roof on both end is flat. We plan providing overhead static line over the antenna area, air terminals on the rest of the roof. Cannot provide overhead static lines for the whole facility as owner do not want poles around the facility.
