70E question regarding light switching

I have been asked the following question. My answer would be yes, as long as the equipment is maintained and appears to be working properly. What would the correct response be?


I have a client that has a room that has power going into a room with (2) 300 amp bus bars.  We do not know the voltage at this point.  There are no open electrical parts or conductors.  All electrical service is enclosed in Arc Flash protected cabinets.  The issue is that the light switches for the facility is also located in this same room.  Supervisors and maintenance people will enter the room to turn the lights on in the morning and off at night. 
Is this allowed since all the electrical equipment is enclosed?
