Precedence in the Event of Conflicts Between Applicable Codes

I have two questions:

1.  In the event that a general industry Code includes within its scope a specialty application that is addressed by another applicable Code written specifically for that application, and there are differences in the requirements, which Code shall govern?

 

2.  In the event that a general industry Code includes  certain specific performance requirements for a  specialty application that is addressed in greater detail by an Code written specifically for that application, are the general system construction requirements of the general Code also applicable to the  specialty application?

 

For example, does the presence in NFPA 13 of  NFPA 13, Section 27.17 "Health Care Facilities Code, Class A Hyperbaric Chambers"  which addresses only certain specific system performance requirements with each requirement referenced to the corresponding requirement in the application-specific Code, NFPA 99, Chapter 14 "Hyperbaric Facilities", mean that all of the system-level requirements of NFPA 13, such as Pre-Action Panels, etc., are also applicable?
