Per NFPA 13 (2020 edition) and earlier versions, the maximum velocity limit in the fire protection system pipings has not been specified to be limited up to 20 ft per second.  Since it is unspecified, it follows that a designer could impose a velocity exceeding 20 fps, say 30 fps, and his design would still be safe.
