Sizing the Pressure Maintenance (Jockey) pump

NFPA 20 (2019 edition) Section discusses on the jockey pump sizing to replenish the pressure due to the allowable leakage and normal pressure drops, with a suggestion (a guideline) to select a jockey pump that will make up the allowable leakage rate in 10 minutes or 1 gpm, whichever is larger (Section A. In some other fora, there was a suggestion say for a flowrate of 1,500 gpm, a 3% of the power (based on the said flowrate) would be a safe design. Is this safe indeed?
