Panic Hardware Requirement

From the NFPA 101- 2018 Edition Life Safety Code mandates panic hardware in some specific occupancy chapters such as assembly, educational, and new detention and correctional occupancies. However, referring to the subclause 7.2.1.7 which says "where it is required to be equipped with panic or fire exit hardware", but there is no clarity whether the Code mandate panic hardware to be equipped in the exit door of exit stairs. Also, does the requirement of panic hardware is related to the amount of occupant load in the floor? 

I would much appreciate your advice on the code intention and clause references.
