NFPA13 - 2013 versus 2016

Were  the sprinkler density requirements for storage of Group A plastics changed at all in the 2016 version or are they the same as in 2013

Also - when did the 2016 version become the standard - I am an insurance broker and a client of mine just had a sprinkler contractor design an updated system for their manufacturing facility - the design was done in Sept/Oct 2019 and the engineer used NFPA13-2013 guidelines.

The insurer is wanting to see the spec designed to NFPA13-2016 guidelines so need to know if it's any different, and if so, why would the engineer use the 2013 spec?

Thanks very much
