The requirements of when to do it are occupancy dependent in the building safety codes in the USA.
The building safety codes should be consulted to tell you when to install the fire protection systems. Once building safety code is implemented by the Authority Having Jurisdiction (AHJ), these referenced standards are a legally enforceable part of the code. For example in the USA, NFPA 101, Life Safety Code; NFPA 1, Fire Code; the International Building Code (IBC); and the International Fire Code (IFC) all have a chapter dedicated to listing referenced standards by organization, document title, and edition year.

what i was looking for if there is like a rule of thumb that is based on NFPA, for example areas that are exposed to dust and lint it is preferable to install heat detectors instead of smoke (regardless of some type of smoke detectors that are automatically adjustable for the current environment)...basement/parking areas we install heat instead of smoke detector...
I have no rule of thumb to offer. NFPA 101, Subsection _.3.4 of the occupancy chapters, plus other sections must be referred to for the installation of automatic fire detection systems.
In your example, below ground parking structure should be in accordance with Subsection 126.96.36.199.2.
188.8.131.52.2 Initiation. Initiation of the required fire alarm system shall be by one of the following means:
(1) Manual means in accordance with 184.108.40.206(1)
(2) Approved automatic fire detection system in accordance with 220.127.116.11(2) throughout the building, plus a minimum of one manual fire alarm box in accordance with 18.104.22.168
(3) Approved, supervised automatic sprinkler system in accordance with 22.214.171.124(3) throughout the building, plus a minimum of one manual fire alarm box in accordance with 126.96.36.199
188.8.131.52 Where required by other sections of this Code, actuation of the fire alarm system shall occur by any or all of the following means of initiation but shall not be limited to such means:
(1) Manual fire alarm initiation
(2) Automatic detection
(3) Extinguishing system operation
Where you chose (2), a heat detection system throughout the building may be used.
Where both manual and automatic means for alarm system initiation are used, they should be complementary. If one system becomes inoperative — for example, failure of the manual initiation circuit — the second should continue to function properly and initiate the alarm upon automatic detection of fire or smoke.
