Does a door that is a Non Required exit door, currently locked and label Not and Exit required to remain unobstructed

Does a door that is currently block required to have the furniture remove. Door is label not an exit per fire marshal prior instructions. Now during current Fire inspections door was call out requiring for the furniture in front of the block door to be remove, or door to be fill in. I cant find either an argument that support  that the door required to be clear out of obstacles or that the furniture can't remain. One to tell to the Fire marshal we want him to reconsider or the other to enforce the people in the space to remove the furniture. I checked the NFPA, the California Fire Code, OsHA, hopefully  somebody can help with this question.
