PRV and Fire Pumps

We have a gravity fed water supply located on a mountain that supplies the city's water system. This supply is being recommended as the water supply for a project at a lower elevation. The water supply is being boosted by a 1,000 gpm fire pump to the project site that is approximately 200' above the suction line at the fire pump's location.. 

The city water supply has (2) 8" PRV's on the water line coming down a road to the fire pump's location. The estimated distance from the last PRV before the pump suction is approximately 1,200 feet. I have a concern on the operational speed of the PRV's operating quickly enough at a full 100% or 150% pump discharge. Is there a minimum distance where a PRV can be installed prior to the fire pump suction?
